The Sub-Committee of the Study Project for Water Resource Management in the Chao Phraya River, supervised by the NESDB, places significant emphasis on flood control in this main river of Thailand. It commissioned the Asian Institute of Technology (AIT) to undertake the feasibility studies for flood management.
In his capacity as the chairman of the sub-committee, Momluang Cheangchan Kumphu pointed out that the flood problem is more detrimental to national economy and society than water shortage in dry season. Hence, the sub-coomittee unanimously agreed to include the flood management within the entire water resource management scheme. As the management of flood and water shortage is totally different, the subcommittee aims to carry out the project studies for dealing with the flood around the Chao Phraya river basin, that is a part of the flood management study project.
In this regard, the sub-committee hired a consultant, the AIT, for studying the project for three months, starting from August, 1996. The study was funded by the World Bank of about US$ 125,000 (or 3,128,000 baht) from the water resource management fund.
The outline of the flood study will cover the overall river basins in Thailand, including the effects on the Chao Phraya river and its surrounding area. The objectives are to designate a perfect flood control strategy for the Chao Phraya river, and to set priority of the projects for the sake of the practical and effective flood control action plan.
