Recently, the Office of the NESDB organized a training course on the topic of Thailand's Economic Planning and Administration for H.E. Ou Orhat, Planning Permanent Secretary of Cambodia and his delegates, during May 26-June 20. The training is divided in three parts: briefings on Thailand's macro economic development, field trip to the Eastern seaboard development area, and workshop on specific zone development.
Dr Sumet Tantivejkul, Secretary-General of NESDB, delivered the opening address for the training, saying that Thailand now plays a greater role as a donor country to provide assistance for the neighboring countries.
As for Cambodia, Thailand has started providing economic and technical assistance since 1982. The initial assistance package included scholarships for higher education and training, and the dispatch of Thai expertise in various fields such as human resources, public health and agricultural development to Cambodia. In 1992, the Office of the NESDB, with financial assistance from the Department of Technical and Economic Co- operation (DTEC), organized a seminar on Development Planning and Foreign Aids Administration in Phnom Penn. The seminar was a significant breakthrough that strengthens mutual co-operation of the two counties in the following years.
Later in 1994, with co-operation of DTEC, the Office of the NESDB organized a training course on Thailand's national economic and social development planning for high officials of Cambodia. The training was primarily focused on the transfers of ideas and experience concerning Thailand's national development planning so as to upgrade planning skill of the Cambodian delegates.
The training course for Planning Permanent Secretary of Cambodia and his delegates, said Dr Sumet, will be held during May 26-June 20,which is different from the previous training courses. Emphasis will be placed on the specific zone development, as the Cambodian delegates will also have a chance to attend a special workshop with close supervision of the NEDSB's officials.
Dr Sumet then concluded his opening address, saying that the training is aimed at developing planning personnels of Cambodia consistent with its national development planning system. Focus will be also placed on macro economic development, and the liberalization of its economic system. Planners of the two countries in the training will be urged to exchange useful information and experience in related fields, which will enhance common understanding of the two countries' planning systems.
