At Government House, recently, the Office of the NESDB organized a seminar on the Eighth Plan Implementation for of about 700 participants representing the heads of both central and local government agencies nationwide.
Objectives of the seminar are to clarify the guidelines to translate the Eighth Plan into action so as to create common understanding towards the formulation of operational plans of government agencies so as to achieve desirable goals of the Eighth Plan.
In the seminar, Dr. Sumet Tantivejkul, NESDB's Secretary-General, pointed out that the Eighth National Economic and Social Development Plan (1997-2001) was granted royal approval by His Majesty the King for the official commencement on October 1, 7996. He also stressed that, the Eighth Plan is truly the people's development plan with participation of people from all professions. The following implementations, therefore, can be considered the ways to fulfill the public needs.
Dr. Sumet further added that the Eighth Plan has signaled a new dimension for Thailand's national development, focusing on the people-centered development approach. Thai people will be empowered to live on a sustainable development basis, with mutual contributions from all necessary elements to achieve the long-term development visions of the country.
There comprise seven development strategies of the Eighth Plan, namely Empowerment of the Individual, Creation of an Enabling Environment for Individual Development, Improving the Development Potential of the Regions and Rural Areas, Development of Economic Capability to Support Human Development and Quality of Life, Natural Resource and Environmental Management, Development of Popular Governance, and Implementation of Development Management to Ensure Effective Implementation of the Plan. To translate these strategies into action, the NESDB's Office has prepared a manual, already approved by the Cabinet, for each agency to map out its own action plan.
The action plan, said Dr. Sumet, is a major tool to determine development success under the Eighth Plan. It will be a focal point to coordinate the processes of planning, budgeting and manning of each government acency for a fairer and more efficient budget allocation to attain the holistic development approach. The action plan, furthermore, will identify operations of the public sector for common understanding of the private sector and the general people, so that all parties will work in harmony for the utmost benefits of the entire country.
