Ratchaburi Electricity Generating Holding PCL. (Ratchaburi Holding) reported that Hongsa Power Co., Ltd., a joint venture, 40% held by Ratchaburi Holding, signed an Operation and Maintenance Agreement for the Hongsa Thermal Power Plant Project with the Electricity Authority of Thailand (EGAT). The Agreement lasts for 18 years since July 2013 and values 16,850 million Baht.
Mr. Noppol Milinthanggoon, President of Ratchaburi Electricity Generating Holding PCL., as Chairman of the Board of Hongsa Power Co., Ltd. stated that “the agreement signing marks the success of Hongsa Thermal Power Plant Project development. The operation and maintenance work is the key factor in operation efficiency and availability capacity to meet the power purchase agreement’s requirements. EGAT is specialized in the industry with extensive experience in thermal power plant operation and maintenance and is widely accepted in Thailand and internationally. We are confident that the Hongsa Power Plant will be operated with high efficiency and reliability and it will therefore strengthen the power system in Thailand and the Lao People’s Democratic Republic”
Under the Operation and Maintenance Agreement for the Hongsa Thermal Power Plant, EGAT will be responsible for operations including system synchronization and commissioning, and maintenance including spare parts management, outage planning, and maintenance expense management in line with the owner’s budget plan. The maintenance of the power plant will take place periodically in order to maintain good condition of the plant and ensure full availability of electricity generation.
The Hongsa Thermal Power Plant Project is an electricity generation project using lignite as a primary fuel. Located in the Lao People’s Democratic Republic, the project of 1,878 MW in total installed capacity consists of 3 units. Each unit represents 626 MW and is expected to start the commercial operation in 2015 under a 25 year purchase power agreement with EGAT.

For renewable, the 60 MW wind farm in Petchaboon is under development. Three SPPs located in Ratchaburi Province and Prathumthani with 350 MW combined capacity were recently granted from EGAT.
