General Situation at 04:00 AM local Time At 0400 a.m. today (5 Oct 2010), the tropical depression over Laos was downgraded to a low cell covering Laos and Vietnam. This cause more rain and isolated heavy rain over the upper northeastern Thailand, people should beware of heavy rain and storage water for used in the dry season coming up.
