General Situation at 04:00 AM local Time The moderate monsoon trough lies across the north and upper northeast of Thailand to low pressure cell in the upper Vietnam. The active southwest monsoon prevails over the Andaman Sea, Thailand and the Gulf of Thailand. Abundant rain is likely over upper Thailand and isolated heavy rain in the North, the Northeast and the East. People in risky areas along foothills, near waterways and in lowland are warned of flash flood. Wind-wave in the Andaman Sea and the upper Gulf is likely with 2-3 meters high. All ships should proceed with caution and small boats in the Andaman Sea keep ashore a couple days .
