General Situation at 04:00 AM local Time The tropical depression “Haitang” had down grade to low cell and moved west to northeastern Thailand. Torrential rain and heavy rain with windy is likely much of the northeast, the lower north, the central, the east and the south west-coast of Thailand. People along foothills, near waterways and in lowland are warned of possible flash flood along the following places: Lampang, Lamphun, Phrae, Uttaradit, Tak, Sukhothai, Phichit, Kamphaengphet, Phetchabun, Phitsanulok, Loei, Khon Kaen, Chaiyaphum, Nakhon Ratchasima, Nakhon Sawan, Lop Buri, Chainat, Sing Buri, Saraburi, Rayong, Chanthaburi, Trat, Ranong, Phang-nga, Phuket, Krabi, Trang and Satun.
The strong wind-waves in the Andaman Sea and the upper Gulf are expected 2-4 meters high. All ships should proceed with caution and small boats keep ashore during 28-29 September.
