General Situation at 04:00 AM local Time At 2100 UTC today, tropical storm “PAKHAR” made landfall over the coast of Vietnam or north of Ho Chi Minh, Vietnam or at latitude 11.6 degree north longitude 106.4 degree east, with sustained wind of 65 km/hr moving northwest. It is expected to weaken and not to enter Thailand.

The weak high pressure cause rise in temperature in upper Thailand.
