General Situation at 04:00 AM local Time At 04.00 a.m.(23 Jul, 2012) Tropical Storm “VICENTE” was due 450 kilometers east of Haicau Island, China or at latitude 19.0 degree north, longitude 114.5 degree east, with maximum sustained winds about 90 kilometers per hour, moving westward slowly.

The storm will move to the upper Vietnam on 25 July. During 23-26 July, it causes more rain over the upper North and Northeast of Thailand. The stronger wind waves are likely in the Andaman and the Gulf of Thailand. All ships should proceed with caution during the period.
