General Situation at 04:00 AM local Time At 4.00 a.m. on 14 August, typhoon “UTOR” over the upper South China Sea and was centered about 200 kilometers east of Hainan, China or at Latitude 20.2 degree north, Longitude 112.5 degree east, with sustained winds of 150 Km/hr. It is moving northwest with wind speed of 15 km/hr. It will make landfall to Guangdong, China tonight and then downgraded to the tropical storm and the tropical depression. All travelers will go to southern China and Hong Kong are advised to follow the weather forecast before their departure.

The rather strong southwest monsoon prevails over the Andaman Sea, Thailand and the Gulf of Thailand. Abundant rains and isolated heavy rain are likely in the coastal areas of the East and the South West Coast. People in Rayong, Chanthaburi, Trat, Ranong and Phang-nga should beware of heavy rain. The wind wave in the Andaman Sea and the upper Gulf is likely about 2 meters. All ships in the areas should proceed with caution during this period.
