General Situation at 04:00 AM local Time At 4.00 a.m. LST, typhoon “WUTIP” centered 250 kilometers east of Vietnamese coast or latitude 16.9 degree North, longitude 110.0 degree East, is moving west at speed of 10 km/hr with sustained winds about 120 km/hr. It is expected to make landfall over Hue, Vietnam during 30 September. Thereafter, it will quickly decline before travelling to Nakhon Phanom, Thailand. Over the joint of both the North and Northeast, the storm is expected to decay, bringing more rain, isolated heavy rain and gust over the eastern and upper Northeast and the eastern North. Provinces include Nakhon Phanom, Mukdahan, Kalasin, Nong Khai, Bueng Kan, Sakon Nakhon, Udon Thani, Nong Bua Lamphu, Loei, Khon Kaen, Chaiyaphum, Phitsanulok and Phetchabun. This afternoon, an outbreak of rain is expected in the eastern Northeast.
The stronger southwest monsoon affected torrential rain along the South west coast, as well as the stronger wind wave of the Andaman Sea and the upper Gulf of Thailand. All ships should proceed with caution.
