General Situation at 04:00 AM local Time Typhoon “WUTIP” in middle South China Sea made landfall over Hue, Vietnam yester day (04.00, p.m.) and downgrade to tropical storm and tropical depression, it was travelling to Nakhon Phanom, Thailand in the morning (01.00 a.m.). At 04.00 a.m. LST on 1 Oct, 2013 It’s centered at Nakhon Phanom Province, is moving westward at speed of 15 km/hr. Thereafter, and will decline to low pressure cell lateral. Over the joint of both the North and Northeast, the storm is expected to decay, bringing more rain, isolated heavy rain and windy over the eastern and upper Northeast and the eastern North. Provinces include Nakhon Phanom, Mukdahan, Kalasin, Nong Khai, Bueng Kan, Sakon Nakhon, Udon Thani, Nong Bua Lamphu, Loei, Khon Kaen, Chaiyaphum, Phitsanulok and Phetchabun. This afternoon, an outbreak of rain is expected in the eastern Northeast.
The strong southwest monsoon affected torrential rain along the South west coast, as well as the stronger wind wave of the Andaman Sea and the upper Gulf of Thailand. All ships should proceed with caution.
