General Situation At 04.00 a.m. on 13 September 2016, tropical storm “Rai” over the coast of Vietnam has upgraded from the tropical depression and lay centered at about 150 kilometers east of Da-Nang, Vietnam, or latitude 15.3 degree north, longitude 109.0 degree east with maximum sustained winds about 65 km/hr. The tropical depression was moving west-northwest at speed 20 km/hr. It is expected to make landfall the coast of Da-Nang, Vietnam today (13 September 2016) and move towards the middle Northeast of Thailand by tonight (13 September 2016). Isolated heavy to very heavy rain is likely include Sakon Nakhon, Nakhon Phanom, Mukdahan, Amnat Charoen, Ubon Ratchathani, Surin, Buri Ram, Si Sa Ket, Roi Et, Kalasin, Khon Kaen, Chaiyaphum, Nakhon Ratchasima, Prachin Buri, Chon Buri, Rayong, Chanthaburi, Trat, Chiang Mai, Chiang Rai, Phayao, Nan, Phrae, Lamphun, Lampang, Uttaradit, Phitsanulok and Phetchabun. People should beware the severe condition and all travelers should stay tuned for the weather update.
The strong winds waves are likely 2-3 meters in the Andaman Sea and the upper Gulf of Thailand. All ships should proceed with caution, and small boats keep ashore during 13-18 September 2016.
