General Situation
The strong southwest monsoon prevails over the Andaman Sea and the Gulf of Thailand. Thundershowers will be likely much of the country with isolated heavy rain forecast for the North, the Northeast, and the East. Flash floods are possible for the risk areas. People should beware of the severe condition. The strong wind waves are likely 2-4 meters high in the Andaman Sea but above 4 meters high in thundershower areas, and 2-3 meters high in the upper Gulf. All ships should proceed with caution, and small boats keep ashore lasting 20 August.
Tropical storm “BEBINCA” due 450 km northeast of Hanoi, Vietnam is moving west at a speed of 12 km/hr to upper Vietnam by 17 August. in Phetchaburi, Prachuap Khiri Khan, Chumphon and Surat Thani.
