At 04.00 A.M., the tropical depression “Toraji” in the lower Vietnam has downgraded into a low pressure cell, located about 35 km northwest of Ho Chi Minh City, Vietnam. It is expected that this low pressure cell will enters the Gulf and southern Thailand during 19-21 November. Cause of more rain and some heavy rain. People in the area should be aware of the impact of the severe conditions.
