General Situation at 04:00 AM local Time A low pressure cell which over central Thailand moves to the Gulf of Mataban, Myanmar while southwest monsoon prevails over the Andaman Sea, South and the Gulf of Thailand. These cause still heavy rain some place in the Central, the East and western part of the North.
Tropical Storm “Parma” was centered in the Gulf of Tonkin and moving westward slowly. It is expected to make landfall over upper Vietnam in the morning and then be rapidly downgraded to the tropical depression. While moderate high pressure areas will extend its ridge to cover the north and Northeast Thailand. These cause scattered rain and 1-3 C drop over the upper Thailand in a few days.
