General Situation at 04:00 AM local Time At 21.00 UTC today, tropical storm “Conson” over the middle South China Sea, sustained wind of 110 km/hr, about 250 km southwest of Hainan Island, China or Lat 17.0 N, Long 111.6 E, is moving west-northwestward with speed of about 18 km/hr. It is expected to pass Hainan Island and make landfall over southern China and upper Vietnam by tomorrow.
This make the monsoon trough across upper Thailand, and the prevailing southwest monsoon over the Andaman Sea, Thailand and the Gulf of Thailand intensify. Abundant rain and isolated heavy falls are likely over the country. People along foothills and near waterways are warned of flash flood and water run-off during 16-18 July 2003. This will affect disaster provinces as followings: Mae Hong Son, Chiang Mai, Tak, Nakhon Sawan, Uthai Thani, Kanchanaburi, Nakhon Nayok, Prachin Buri and Chanthaburi. Besides, winds over the Andaman Sea and the Upper Gulf become stronger mainly over thundershower areas. All ships should proceed with caution during 16-20 July 2003.
