The cabinet meeting on Tuesday 8, August 2008 has come to the following decision
Approval of a charity lottery for the Miracle of Life project under the Royal patronage of HRH Princess Ubolrat Ratchakalya Siriwattana Pannawadi (ทูลกระหม่อมหญิงอุบลรัตนราชกัญญา สิริวัฒนาพรรณวดี) with a budget of 638.6 million baht as proposed by the Ministry of Social Development and Human Security. The project aims to establish and promote youth and children participation in activities that benefit them and strengthen the community which will also benefit country development. It aims to issue 15 installments of a charity lottery with each installment including 4 million copies. The Government Lottery Office is assigned to distribute tickets and pay out the winners.
Approval of education management project for mountain and rural areas as proposed by the Ministry of Education. The Ministry of Education is assigned to proceed as the budget year of 2008 is utilizing the central budget with funds of 53,726,300 baht. All details will be established with the Budget Bureau office. 1. Objectives:
1. Create opportunities for young people in mountain and rural areas to receive a variety of education
2. Promote and support young people to receive on going education until their undergraduate studies
3. Improve and develop the quality of life of young people in mountain and rural areas for a healthy body and mind and to have careers to work and support themselves. They should develop and realize a love for Thailand and to live with other people among different cultures 2. Goals:
1. Quality goal Mental and physical development of children and youth in mountain and rural areas of this project will develop morality, virtue, skills and dignity and live with others in a peaceful manner
2. Quantity goal
2.1 Focus on the development of children between 3-5 years old
2.2 Children 7-16 years in mountain and rural areas to complete compulsory education
2.3 Graduation to be compulsory for students attending high school education or vocational education
2.4 10 per cent of students who complete compulsory education can attend undergraduate studies
2.5 90 per cent of students who complete their compulsory education can apply their education to earn a living and live peacefully and happily with each other
3. Target group The target group of this project includes mountain areas, border areas and any other areas where schools are difficult to find. These are to be special zones for education as announced by the Ministry of Finance in 11 provinces and covers 24 educational districts
4. Timeline This project will include four budget years from 2008-2011
5. Education management For the most effective education management this project is divided in five strategies
5.1 Database development to provide opportunities in education
5.2 Creating alternatives and accessing varieties of education

5.4 Development of an assistance system with a supervisor and monitoring in order for the students to graduate

Approval of the scholarship program for local development which agreed to be named “ One Ampur One Scholarship” as proposed by the Ministry of Education. The Ministry of Education reports the following:
1. As the process of this project the last two times resulted in good grades for students both in the country and abroad who took part in this project it will be offered a 3rd time to create opportunities for poor students who have good grades and good behaviour to allow them to carry on their education at the post secondary level domestically and abroad. The project will proceed in the year 2009 as follows:
1.1 Scholarship fund for undergraduate study domestically and overseas in English speaking countries
1.2 926 divided in two different scholarships including a scholarship for general education and vocational education
1.3 Applicants who apply for this scholarship may not have a gross family income of more than 150,000 baht per year
2. Establish a committee to be responsible for and to supervise the project with the Minister of Education acting as chairman and 24 other representatives from various related departments to act as a committee with responsibility and authority
2.1 To set the principle and direction of the project to adhere with government policy and to achieve the project as set for the most benefit to the public
2.2 Set criteria and transparency for a fair selection process for scholarships
2.3 Public relations for the project
2.4 Monitor and evaluate the project and report to the government
2.5 Consideration for solutions in the case of occurring challenges.

This project aims to accelerate development of teaching Thai to student for students to know more about the Thai language and to have good foundation to learn other subjects and to conserve the Thai language. The summary is as follows:
1. Objective
1.1. Students should use the Thai language correctly and enhance their capacity and passion for reading, writing and analysis in order to develop knowledge to suit them socially and to learn the foundation of Thai culture and social changes
1.2 Students to use their native tongue and local language and to develop capacity to use the Thai language. The teacher will prepare teaching methods, develop teaching tools and measure and evaluate the education process and understand the cultural differences of the target group
1.3 Enhance the capacity to use the Thai language by changing the method and tools of teaching. Utilizing teaching tools, measurer and evaluate that suitable for the target group
2. Vision
For the student to learn Thai language, Thai literature and Thai literary works in order to develop the full capacity to use Thai language according to standards and also to realize the value of the language
3. Mission
The Ministry of Education will promote the development of learning and teaching Thai language and to have a good foundation to learn other subjects in order to apply to their life to earn their living. This will also include realization to conserve the Thai language
4. Target group
4.1 Students who complete grade 3 and are capable of reading and writing and for students who complete grade 6 and are advanced in reading and writing and knowledge in the Thai language according to standards of education. For the achievement of about 50 per cent of students to utilize the language in communication according to objectives
4.2 Students who use their native tongue in the target group to be capable of using the Thai language in accordance with standards of education together with the development of their ideology for the achievement of leaning the Thai language more than 50 per cent according to objectives organized by teaching tools to be suitable for the students
4.3 Students who lack the learning capacity to have an opportunity to learn about the language to enhance their capability to use the Thai language at full capacity and to learn with other students, to be able to carry on their education or earn their living in the area of their interest. For those students advanced in the Thai language to have the opportunity to carry on with their advancement by setting up suitable teaching tools with the students
