ชาวยูเครนในพื้นที่ถูกยึด โดนบังคับถือสัญชาติรัสเซีย หากต่อต้านจะถูกลงโทษรุนแรง

มหาวิทยาลัยเยล ของสหรัฐ เผยแพร่รายงานการวิจัยเมื่อวันพุธ (2 ส.ค.) ระบุว่า ประชากรชาวยูเครนที่อาศัยอยู่ในดินแดนที่ถูกรัสเซียยึดครองได้ถูกบังคับให้เปลี่ยนไปถือสัญชาติรัสเซีย หรือไม่เช่นนั้นก็จะต้องเผชิญกับการถูกลงโทษอย่างรุนแรงเป็นการตอบโต้ รวมถึงการถูกเนรเทศหรือการถูกคุมขัง

บรรดานักวิจัยของมหาวิทยาลัยเยล กล่าวว่า กรณีดังกล่าวเป็นส่วนหนึ่งของแผนการของรัสเซียเพื่อบังคับใช้อำนาจเหนือชาวยูเครน โดยประชาชนที่อาศัยอยู่ในภูมิภาคลูฮันสค์ เคอร์ซอน โดเนตส์ค และซาโปริซเซีย กำลังตกเป้าหมายของความพยายามอย่างเป็นระบบในการลบล้างอัตลักษณ์ของยูเครน

รายงานระบุว่า กฤษฎีกาหลายฉบับที่ลงนามโดยนายวลาดิเมียร์ ปูติน ประธานาธิบดีรัสเซีย ได้บังคับให้ชาวยูเครนทำหนังสือเดินทางของรัสเซีย ซึ่งเป็นการละเมิดกฎหมายมุนษยธรรมระหว่างประเทศ

สำนักข่าวรอยเตอร์รายงานว่า รัสเซียได้ปฏิเสธข้อกล่าวหาเกี่ยวกับอาชญากรรมสงครามในยูเครนมาโดยตลอด โดยระบุว่ากองกำลังที่เข้าร่วม"ปฏิบัติการพิเศษทางหาร" ในยูเครนนั้นมีจุดประสงค์เพื่อ "ปลดแอกนาซี" จากยูเครนและเพื่อปกป้องรัสเซีย

นายมิคาอิล มิชูสติน นายกรัฐมนตรีรัสเซีย กล่าวเมื่อเดือนพ.ค.ว่า ได้มอบหนังสือเดินทางให้กับประชาชนเกือบ 1.5 ล้านคน ในพื้นที่ผนวกเข้ากับรัสเซีย ในภูมิภาคโดเนตสค์ ลูฮันสค์ ซาโปริซเซีย และเคอร์ซอนของยูเครน ตั้งแต่เมื่อเดือนต.ค.ปีที่แล้ว

รายงานระบุว่า ชาวยูเครนในดินแดนที่ถูกยึดครองที่ไม่ได้ขอสัญชาติรัสเซียนั้น "ตกอยู่ภายใต้การคุกคาม การข่มขู่ การจำกัดการช่วยเหลือทางด้านมนุษยธรรม และความต้องการพื้นฐาน และอาจถูกคุมขัง หรือถูกเนรเทศ ซึ่งทั้งหมดนี้มีจุดประสงค์เพื่อให้ประชาชนเหล่านี้กลายเป็นพลเมืองรัสเซีย"

"เรื่องที่เรากำลังกังวลกันที่นี่ก็คือ สิ่งที่เกิดขึ้นนั้นเป็นการแสดงถึงการละเมิดศาลโลกและอนุสัญญาเจนีวา" นายนาธาเนียล เรย์มอนด์ จากห้องปฏิบัติการวิจัยประจำวิทยาลัยสาธารณสุข มหาวิทยาลัยเยล กล่าว "เรื่องนี้กำลังกำลังเกิดขึ้นอย่างต่อเนื่อง และกระจายวงกว้างไปทั่ว"

 Ukrainians forced to become Russian citizens, US-backed research finds
          AMSTERDAM, Aug 2 (Reuters) - Ukrainians living in Russian-occupied territory are being forced to assume Russian citizenship or face harsh retaliation, including possible deportation or detention, U.S.-backed research published on Wednesday said.
          Yale University researchers said that as part of a plan by Moscow to assert authority over Ukrainians, residents of the Luhansk, Donetsk, Kherson and Zaporizhzhia regions are being targeted by a systematic effort to strip them of Ukrainian identity.
          A series of decrees signed by Russian President Vladimir Putin compel Ukrainians to get Russian passports, in violation of international humanitarian law, the report said.
          The Kremlin has consistently denied allegations of war crimes in Ukraine by forces taking part in a "special military operation" it says was launched to "de-Nazify" its neighbour and protect Russia.
          Russian Prime Minister Mikhail Mishustin said in May that Moscow has given passports to almost 1.5 million people living in the annexed parts of Ukraine's Donetsk, Luhansk, Zaporizhzhia and Kherson regions since last October.
          Ukrainians in occupied territory who do not seek Russian citizenship "are subjected to threats, intimidation, restrictions on humanitarian aid and basic necessities, and possible detention or deportation - all designed to force them to become Russian citizens," the report said.
          "What is concerning here is that it represents, basically, a violation of the Hague and Geneva Conventions," said Executive Director Nathaniel Raymond of the Humanitarian Research Lab at the Yale School of Public Health. "It is very widespread and very ongoing."
          Ukrainians in areas under Russian control have no choice but to accept a Russian passport if they want to survive, or they face potential detention ," Raymond said.
