ตามที่ศรีลังกาได้ประสบกับเหตุอุทกภัยอย่างรุนแรงโดยเฉพาะในเขต Battacaloa และเขต Ampara อันเนื่องมาจากฝนที่ตกลงมาอย่างหนักและต่อเนื่องตั้งแต่ต้นเดือนธันวาคมของปีที่แล้ว ส่งผลกระทบต่อประชาชนศรีลังกามากกว่า ๑ ล้านคน ประชาชนประมาณ ๓๗๖,๐๐๐ คน ได้กลายเป็นผู้ไร้ที่อยู่อาศัย นอกจากนี้ บ้านเรือนประชาชนศรีลังกาถูกทำลายและได้รับความเสียหายเป็นจำนวนมากจากเหตุอุทกภัยที่เกิดขึ้น นั้น
เพื่อเป็นการแสดงไมตรีจิตในฐานะมิตรประเทศของศรีลังกา รัฐบาลไทยจึงได้ตัดสินใจมอบความช่วยเหลือเบื้องต้น จำนวน ๑๐๐,๐๐๐ ดอลลาร์สหรัฐ เพื่อบรรเทาทุกข์ประชาชนศรีลังกาที่ประสบอุทกภัย โดยรัฐมนตรีว่าการกระทรวงการต่างประเทศได้มอบเช็คจำนวนดังกล่าวผ่านรัฐมนตรีช่วยว่าการกระทรวงการต่างประเทศศรีลังกา เมื่อวันที่ ๒๑ มกราคม ๒๕๕๔ ในช่วงการประชุมระดับรัฐมนตรี BIMSTEC ครั้งที่ ๑๓ ที่นครเนปิดอว์ สหภาพพม่า ทั้งนี้ รัฐบาลไทยพร้อมที่จะให้ความช่วยเหลือแก่ศรีลังกาในระยะยาว เพื่อสนับสนุนกระบวนการฟื้นฟูบูรณะประเทศของศรีลังกาต่อไป
ในการนี้ รัฐมนตรีว่าการฯ ยังได้มอบสารแสดงความเสียใจต่อเหตุการณ์อุทกภัยดังกล่าวจากนายกรัฐมนตรีถึงประธานาธิบดีศรีลังกา และจากรัฐมนตรีว่าการฯ ถึงรัฐมนตรีว่าการกระทรวงการต่างประเทศศรีลังกาตามลำดับ ดังนี้

Excellency,
It is with the deepest sorrow that I learnt of the tragic loss from the recent flooding in the Central and the Eastern parts of Sri Lanka, especially in the Batticaloa District and the Ampara District. I am deeply grieved by the loss of lives and damages to more than one million people.
I would like to extend my profound condolences and sympathy to Your Excellency and, through you, to the people of Sri Lanka for this unfortunate tragedy.
The Royal Thai Government stands ready to provide any assistance to Sri Lanka through close coordination between our authorities concerned.
Accept, Excellency, the renewed assurances of my highest consideration.

๒. สารแสดงความเสียใจจากรัฐมนตรีว่าการฯ ถึงรัฐมนตรีว่าการกระทรวงการต่างประเทศศรีลังกา

Excellency,
It is with profound sorrow to have further learnt that the heavy flooding and the mudslide caused severe devastating effect over one-third of the total area of Sri Lanka, particularly in the Batticaloa District and the Ampara District.
On behalf of the Government and the people of Thailand, I wish to extend my sincere condolences and sympathy once again to Your Excellency and, through you, to the bereaved families of those who were affected by this natural disaster.
Considering our close and cordial relations, the Royal Thai Government would like to offer USD 100,000 as an initial contribution to Sri Lanka’s rehabilitation efforts.
Thailand is committed to providing any further assistance through close coordination between our authorities concerned.
