ตามที่ฟิลิปปินส์ได้รับผลกระทบจากอิทธิพลของพายุไต้ฝุ่น Pablo ซึ่งพัดผ่านพื้นที่เกาะมินดาเนาและภูมิภาควิซายาสทางตอนใต้ของฟิลิปปินส์ ส่งผลให้เกิดความเสียหายทั้งต่อชีวิตและทรัพย์สิน ในการนี้ นายสุรพงษ์ โตวิจักษณ์ชัยกุล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความเสียใจในเหตุการณ์ภัยพิบัติดังกล่าว ถึงรัฐมนตรีว่าการกระทรวงการต่างประเทศฟิลิปปินส์ ดังนี้

Excellency,
I was deeply saddened to learn of tragic destruction from Typhoon Pablo in Mindanao and Visayas regions of the Philippines that had caused terrible losses of lives and damages to properties.
On behalf of the Government and people of Thailand, I wish to extend my sincerest sympathy and condolences to Your Excellency and, through you, to the bereaved families of those affected by this natural disaster. Thailand stands ready to offer our assistance to the Philippine friends in this time of need. It is our hope that the affected areas in the Philippines will quickly return to normalcy.
