ตามที่ได้มีรายงานความเสียหายของพายุไต้ฝุ่น Bopha ที่ได้พัดผ่านเข้าปาเลาเมื่อวันที่ ๒ — ๓ ธันวาคม ๒๕๕๕ ที่ผ่านมา โดยเป็นครั้งแรกในประวัติศาสตร์ที่พายุไต้ฝุ่นพัดเข้าปาเลาโดยตรง ก่อให้เกิดความเสียหายรุนแรงและปาเลาได้ประกาศภาวะฉุกเฉิน นั้น
ในการนี้ นางสาวยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรี และนายสุรพงษ์ โตวิจักษณ์ชัยกุล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความเสียใจถึงประธานาธิบดีปาเลา และรัฐมนตรีว่าการกระทรวงการต่างประเทศปาเลา ดังนี้
๑. ข้อความสารแสดงความเสียใจของนายกรัฐมนตรีถึงประธานาธิบดีปาเลา
