ตามที่เจ้าผู้ครองรัฐคูเวตทรงมีพระบรมราชโองการแต่งตั้งคณะรัฐมนตรีคูเวตชุดใหม่เมื่อวันที่ ๑๑ ธันวาคม ๒๕๕๕ ในการนี้ นางสาวยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรี และนายสุรพงษ์ โตวิจักษณ์ชัยกุล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความยินดีถึงนายกรัฐมนตรี และรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศคูเวต ดังนี้
