ด้วยเมื่อเวลา 07.05 น. ตามเวลาประเทศไทยของวันนี้ (วันที่ 20 เมษายน 2556) ได้เกิดแผ่นดินไหวขนาด 7.0 ริคเตอร์ที่มณฑลเสฉวน โดยมีจุดศูนย์กลางอยู่ที่อำเภอหลูซานเมืองหย่าอัน ห่างจากนครเฉิงตูไปทางตะวันตกเฉียงใต้ประมาณ 100 กม. โดยพื้นที่เกิดเหตุดังกล่าวตั้งอยู่บนที่ราบสูงชิงไห่ทิเบตซึ่งเป็นพื้นที่ผืนใกล้เคียงกับจุดเกิดเหตุแผ่นดินไหวที่เมืองเวิ่นชวน เมื่อปี 2551 โดยหลังเกิดเหตุได้มี aftershock ตามมาอีกหลายครั้ง กระทรวงการต่างประเทศขอเรียนความคืบหน้าของสถานการณ์ดังกล่าวตามที่ได้รับรายงานจากสำนักงานกงสุลใหญ่ ณ นครเฉิงตู ดังนี้
1.1 จนถึงเวลา 13. 30 น. ตามเวลาประเทศไทยสื่อโทรทัศน์จีนรายงานว่ามีผู้เสียชีวิต 56 คน ได้รับบาดเจ็บมากกว่า 600 คน อาคารบ้านเรือนในหย่าอันได้รับความเสียหาย ขณะที่ตึกและอาคารในนครเฉิงตู ซึ่งเป็นเมืองหลวงของมณฑลเสฉวนไม่ได้รับผลกระทบ ประชาชนทั่วไปยังใช้ชีวิตตามปกติ
1.2 ผลกระทบต่อคนไทย ขณะนี้ยังไม่มีรายงานคนไทยในมณฑลเสฉวนและนครฉงชิ่งเสียชีวิต บาดเจ็บ หรือสูญหายจากเหตุการณ์แผ่นดินไหวดังกล่าว นอกจากนี้ เนื่องจากช่วงนี้เป็นช่วงนอกฤดูกาลท่องเที่ยว จึงไม่มีบริษัทนำเที่ยวของไทยไปเสฉวน
2.1 สกญ. ณ นครเฉิงตู ได้ติดต่อคนไทยในมณฑลเสฉวนและนครฉงชิ่ง และเตรียมความพร้อมในการให้ความช่วยเหลือคนไทยหากประสบภัยจากแผ่นดินไหวครั้งนี้ ทั้งนี้ มีคนไทยในมณฑลเสฉวน และนครฉงชิ่ง ประมาณ 300 และ 500 คน ตามลำดับ
2.2 นายกรัฐมนตรี และรองนายกรัฐมนตรี/รัฐมนตรีว่าการกระทรวงการต่างประเทศได้มีสารแสดงความเสียใจถึงรัฐมนตรีต่างประเทศจีนเพื่อแสดงน้ำใจของไทยต่อเหตุการณ์แผ่นดินไหวที่เกิดขึ้นแล้ว ดังนี้
I have learnt with profound sadness of the losses of lives and damages caused by the massive earthquake which struck Sichuan Province in the morning of 20 April 2013, affecting thousands of people in the areas nearby.
On behalf of the Government and the people of Thailand and on my own behalf, I wish to extend to Your Excellency, and, through Your Excellency, to the grief stricken families as well as to the people of the People’s Republic of China my heartfelt condolences and sympathy for this tragic incident. Our thoughts and prayers are with those affected during this difficult time.
