ตามที่นายรัมทาเน ลามัมรา (Ramtane Lamamra) ได้รับการแต่งตั้งให้ดำรงตำแหน่งรัฐมนตรีว่าการกระทรวงการต่างประเทศคนใหม่ของแอลจีเรีย นายสุรพงษ์ โตวิจักษณ์ชัยกุล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความยินดีถึงนายรัมทาเนฯ ดังนี้
