ในโอกาสที่นาง Arisoa Lala Razafitrimo ได้เข้ารับตำแหน่งรัฐมนตรีว่าการกระทรวงการต่างประเทศของสาธารณรัฐมาดากัสการ์ นายสีหศักดิ์ พวงเกตุแก้ว ปลัดกระทรวงการต่างประเทศ ปฏิบัติหน้าที่รัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีสารแสดงความยินดีถึงรัฐมนตรีว่าการกระทรวงการต่างประเทศมาดากัสการ์ ดังนี้
