ตามที่เมื่อวันที่ ๒๖ มีนาคม 2560 นางแครี แลม (Carrie Lam) อดีตรัฐมนตรีอาวุโสด้านบริหาร (Chief Secretary for Administration) ได้รับเลือกตั้งเป็นผู้บริหารสูงสุดของเขตบริหารพิเศษฮ่องกง สืบแทนนายซี วาย เลิง นั้น
นายสมคิด จาตุศรีพิทักษ์ รองนายกรัฐมนตรี และนายดอน ปรมัตถ์วินัย รัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความยินดีถึงนางแครี แลม ผู้บริหารสูงสุดของเขตบริหารพิเศษฮ่องกง โดยมีรายละเอียดดังนี้

It is my great pleasure to extend to you my sincere congratulations on the occasion of your election as the Chief Executive of the Hong Kong Special Administrative Region, which comes at the auspicious time as Hong Kong celebrates the 20th Anniversary of the establishment of the Hong Kong Special Administrative Region this year.
With your years of vast experience in the Hong Kong Government, I have full confidence that, under your leadership, the Hong Kong SAR will play an even more active role in the region and beyond.
