ตามที่ได้เกิดเหตุการณ์การระเบิดในโรงงานไฟฟ้าพลังน้ำ Sayano-Shushenskaya ซึ่งตั้งอยู่ใน เขตไซบีเรียของรัสเซีย เมื่อวันที่ 17 สิงหาคม 2552 ส่งผลให้มีผู้เสียชีวิต 69 คน และหายสาบสูญอีก 6 คน (สถานะ ณ วันที่ 23 สิงหาคม 2552) นั้นนายกรัฐมนตรีได้มีสารแสดงความเสียใจถึงประธานาธิบดีแห่งสหพันธรัฐรัสเซีย และรัฐมนตรีว่าการกระทรวงการต่างประเทศได้มีสารแสดงความเสียใจถึงรัฐมนตรีว่าการกระทรวงการต่างประเทศแห่งสหพันธรัฐรัสเซีย ต่อเหตุการณ์ระเบิดดังกล่าว ดังนี้

I have learnt with deep sadness of the tragic loss of lives resulting from the accident at Sayano-Shushenskaya Hydroelectric Station on 17 August 2009.
On behalf of the Government and the people of the Kingdom of Thailand, I would like to convey, through you, our heartfelt condolences and deepest sympathy to the bereaved families of the victims and to those who were affected by this tragic incident.
