ตามที่นายยูกิโอะ ฮาโตยามา ได้รับเลือกเป็นนายกรัฐมนตรีญี่ปุ่นคนใหม่ เมื่อวันที่ 16 กันยายน 2552 และได้แต่งตั้งนายคัทสึยะ โอกาดะ เป็นรัฐมนตรีว่าการกระทรวงการต่างประเทศญี่ปุ่นคนใหม่ นั้น นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศไทยได้มีสารแสดงความยินดี ดังนี้

Excellency,
I have the honour to extend to Your Excellency, on behalf of the Government and the people of Thailand, my warmest congratulations on your appointment as Prime Minister of Japan. The landslide victory of the Democratic Party of Japan and its political partners in the general elections held on 30 August 2009 clearly demonstrates the enormous trust and confidence the people of Japan have in Your Excellency and the policy of your party.
I trust that Japan under your leadership will remain an active player in this part of the world as well as a key partner of Thailand. I, therefore, very much look forward to meeting Your Excellency at the earliest and mutually convenient opportunity in order to exchange views on matters of our common interests.
As Chair of ASEAN, I also wish to take this opportunity to extend an invitation to Your Excellency to attend the 12th ASEAN-Japan and ASEAN Plus Three Summits as well as the 4th East Asia Summit from 23 to 25 October 2009 in Cha-am Hua Hin, Thailand. The Summits will provide an opportunity for us to discuss with our partners ways and means to collectively address challenges confronting East Asia, such as climate change, food security, financial stability as well as pandemic diseases, in a more timely and concrete manner

Excellency,
I have the honour to extend to Your Excellency my heartfelt congratulations and best wishes on the occasion of your appointment as the Minister for Foreign Affairs of Japan. I am confident that, with your wise guidance, the cordial relations between Thailand and Japan as well as our regional and global cooperation, particularly in establishing East Asian Community, will be further strengthened.
Amid global recession, further promotion of our economic partnership under Japan-Thailand Economic Partnership Agreement (JTEPA) would help propel economic growth and lessen the adverse effect of the current financial crisis. I believe that our cooperation and a positive outcome of further negotiations would create mutual benefits in a longer perspective for both countries.
I am also looking forward to meeting your Excellency at the second Mekong-Japan Foreign Ministers’ Meeting on 3 October 2009 in Siem Reap, Cambodia. Also, as the Chairman of ASEAN, Thailand’s Prime Minister has extended his cordial invitation to your Prime Minister to the 15th ASEAN Summit and Related Summits from 23 to 25 October 2009 in Cha-am, Hua hin, Thailand, and I would also like to welcome Your Excellency at the said event
