นายยุคล กล่าวว่า การประชุมครั้งนี้ ที่ประชุมได้มีการรับรองร่างกฎระเบียบและคู่มือการดำเนินงานต่างๆ ของ APTERR โดยเฉพาะคู่มือการระบายและเต็มเติมข้าวสำรองฉุกเฉิน เพื่อให้สอดคล้องกับวัตถุประสงค์ที่ต้องการเสริมสร้างความมั่นคงด้านอาหารในภูมิภาค สำหรับประเทศไทย กระทรวงเกษตรฯ ได้มีบทบาทสำคัญในการสนับสนุนและผลักดันการดำเนินงานของ APTERR เป็นเวลานับสิบปีตั้งแต่ที่เป็นโครงการนำร่องเพื่อระบบการสำรองข้าวในเอเชียตะวันตะวันออก (The Pilot Project on East Asia Emergency Rice Reserve: EAERR) และล่าสุด ที่ประชุมรัฐมนตรีอาเซียนด้านการเกษตรและป่าไม้กับรัฐมนตรีของสาธารณรัฐประชาชนจีน ญี่ปุ่น และสาธารณรัฐเกาหลี (AMAF+3) ครั้งที่ 12 เมื่อวันที่ 28 กันยายน 2555 ณ ประเทศลาว ได้มีฉันทามติให้จัดตั้งสำนักเลขานุการ APTERR ที่ประเทศไทยตามกฎหมายไทยและตั้งอยู่ที่สำนักงานเศรษฐกิจการเกษตร โดยขณะนี้ กระทรวงเกษตรฯ อยู่ระหว่างหารือกับกระทรวงการต่างประเทศ สำนักงานคณะกรรมการกฤษฎีกา และหน่วยงานอื่นที่เกี่ยวข้อง เพื่อหาแนวทางการรับรองสถานะของสำนักเลขานุการ APTERR แล้วเสนอต่อคณะรัฐมนตรีและรัฐสภาให้มีการออกกฎหมายต่อไป โดยคาดว่าจะแล้วเสร็จในเร็ววันนี้
นอกจากนี้ สำนักงานเศรษฐกิจการเกษตร ได้มีการปรับปรุงสถานที่สำหรับจัดตั้งสำนักเลขานุการอย่างถาวร โดยจะมีพิธีเปิดอย่างเป็นทางการในวันที่ 29 มีนาคมนี้ ซึ่งสำนักเลขานุการแห่งนี้จะทำหน้าที่เป็นศูนย์กลางความร่วมมือระหว่างประเทศสมาชิก APTERR ทั้ง 13 ประเทศ ในการบริหารจัดการข้าวสำรองฉุกเฉินของภูมิภาค เพื่อช่วยเหลือประเทศสมาชิกที่ประสบภัยพิบัติฉุกเฉิน รวมถึงให้ความช่วยเหลือด้านมนุษยธรรม ได้อย่างมีประสิทธิภาพ เพื่อให้เกิดความมั่นคงทางอาหารในระยะยาวต่อไป
The Ministry of Agriculture and Cooperatives of Thailand, was host to the first official APTERR Council meeting and celebrated the grand opening for the new Office of the APTERR secretariat.
Mr. Yukol Limlamthong, Minister of Agriculture and Cooperatives lead the first official ASEAN Plus Three Emergency Rice Reserve (APTERR) council meeting on March 28th at Centara Grand at Central Ladprao, Bangkok. The attendees for the meeting comprised of the APTERR Council from the 10 ASEAN member states including the plus three nations, which are the People’s Republic of China, Japan and the Republic of Korea as well as the ASEAN Secretariat Representatives, Asian Development Bank (ADB), and ASEAN organisations related to food security.
In the meeting Mr. Yukol stated that some of the rules and procedures of the APTERR had already been endorsed particularly the “Rules and Procedures of the Release and Replenishment of Rice Reserves” which were designed to support regional food security. For Thailand, the Ministry of Agriculture and Cooperatives played a major role in supporting and pushing the APTERR operation towards success since the APTERR was a mere pilot project (The Pilot Project on East Asia Emergency Rice Reserve EAERR). During the most recent meeting of the 12th ASEAN Ministers on Agriculture and Forestry Plus Three (AMAF+3) on September 28th 2012 in Laos the ministers made the agreement to settle the office of the APTERR secretariat in the Office of Agricultural Economics, Thailand, under Thai law. The ministry of agriculture and cooperatives are currently consulting with the office of the council of state, the Ministry of foreign affairs and other related agencies regarding the establishment of the legal personality of the APTERR Secretariat which is expected to be completed soon.
The office for the APTERR held its official opening on March the 29th. The office will serve as a centre of cooperation between the 13 APTERR members for regional rice reserve management and will organise humanitarian aid in order to assist member countries faced with disaster, creating long term food security.
