กระทรวงสาธารณการและขนส่งของกัมพูชาได้ลงประกาศแจ้งความในหนังสือพิมพ์ The Cambodia Daily ฉบับวันที่ 23 ธันวาคม 2542 ความว่า International DevelopmentAssociation ได้ให้เครดิตแก่รัฐบาลกัมพูชาในโครงการซ่อมปรับปรุงทางหลวงแผ่นดิน 2 โครงการ และได้รับการประกาศเชิญผู้รับเหมายื่นรายละเอียดข้อเสนอในขั้น Prequalification ภายในวันที่ 16 กุมภาพันธ์ 2543 ดังนี้
1. โครงการซ่อมปรับปรุงทางหลวงหมายเลข 3 ระยะทางประมาณ 21.5 กิโลเมตรในเขตจังหวัดสีหนุวิลล์ (กำปงโสม) รวมทั้งสะพานและท่อระบายน้ำตลอดเส้นทาง
2. โครงการซ่อมปรับปรุงทางหลวงหมายเลข 6 ระยะทางประมาณ 90 กิโลเมตรในเขตจังหวัดเสียมราฐ รวมทั้งสะพานและท่อระบายน้ำตลอดเส้นทาง
รายละเอียดดังหมายเหตุหมายเหตุ : Contract NR3 and NR6 Combined
i. Average Annual Turnover (AATO) over the last 5 years of $35 million;
ii. Past satisfactory experience of having executed two contracts during
the last 7 years of about 60km each similar in Construction to the
scope of contract for NR3 and NR6;
iii. Demonstrate that each of the two contracts executed involved the
following quantities of work per year-Earthwork 350,000 cu.m.,
Sub-base+base 320,000 cu.m., Asphalt pavement 920,000 sq. m., Concrete
4,500 cu.m. and Piling 5,500 m. Contractors should additionally
indicate the details of their past experience in Double Bitumen
Surface Treatment;
iv. Provide confirmation and analysis that the equipment specified is
adequate to produce crushed materials and complete 6km of 2 lane
pavement per month as specified above for Contracts NR3 and NR6.
It is expected that the invitations to bid will be issued in May, 2000.
Prequalification will be conducted through prequalification proceduresspecified in the World Bank s Guidelines: Procurement under IBRD Loans andIDA Credits, and is open to all bidders from eligible source countries, as defined in the guidelines. A 7.5 percent margin of preference for domestic bidders will apply in bid evaluation of contract NR3 and NR6.
Interested eligible bidders may obtain further information from the Ministry of Public Works and Transport, World Bank Project Implementation Unit and inspect the prequalification documents at the address given below from 0900 to 1200 hours.
A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 35.00.
The method of payment will be pay by cashier s check. If requested, thedocument will be sent by airmail for overseas delivery at the bidder sexpenses.
The contractors that have already submitted a pre-qualification application or had purchased the document based on the first prequalification notice will receive at the Employer office a new set of prequalification documents free of charge.
