คุณลักษณะพื้นฐานของระบบเครือข่ายดังกล่าวจะต้องเป็นระบบ Local Area Network (LAN) ใช้ระบบปฏิบัติการ Windows และสนับสนุน Workstation อย่างน้อย 50 หน่วย ด้วย Bandwidth ระหว่าง 10 Mbps - 100 Mbps และจะเพิ่มจำนวน Workstation ขึ้นอีกอย่างน้อยเท่าตัวในอนาคต

SUPPLY, INSTALLATION, TRAINING AND COMMISSIONING OF A COMPUTER
NETWORK SYSTEM WITHIN PPWSA
1. This Invitation for Bid (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business on November 16, 1999.
2. The Royal Government of Cambodia has applied for a credit from the International Development Association (IDA) to ward the cost of the Cambodia Urban Water Supply Project and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this IFB 006A PMU-WB.
3. The Phnom Penh Water Supply Authority now invites sealed bids from eligible Bidders for the Supply, Installation, Training and Commissioning of a Computer Network System within PPWSA. This new computer network or Local Area Network (LAN) shall have a Windows based operating environment. It shall serve a mix of workstations with 10Mbps and 100Mbps bandwidth. If shall support up to a minimum of 50 workstations initially and gradually increase to twice this initial volume in the future.
This LAN is intended to
(a) provide fully integrated automation to the PPWSA financial and accounting systems, water billing system and inter-department and internet e-mail system.
(b) be implemented within the PPWSA compound comprising five (5) building blocks (Director General Office, Commercial Department, Project and Technical Department, and Production and Distribution Department and Store), and
(c) be integrated to the existing Nove3ll 3.12 network serving 34 workstations to form a single network This existing network is serving the water billing operations
The contract will entail as follows:
(a) Supply and installation of complete computer hardware and network facilities including but not limited to 27 workstations, one (I) unit high-end Intel based networking server, one (I) unit high-end Intel based application server, one (I) internet mail server, 14 units laser printers, 34 units Uninterrupted Power Supply (UPS), 30 units computer table, at least 50 UTP cabling and points, 500m inter-building Gigabit fiber cables and 4 network switches
(b) The system shall be supplied with Windows platforms (Win2k server) with 45 CAL (Client Access License), Win2k professional (for each workstation) and anti-virus software
(c) Training on network operation, administration and troubleshooting
(d) Commissioning and testing of the network system
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all Bidders from eligible source countries as defined in the Guidelines which meet the following minimum qualification criteria
(a) During the past four (4) years, the Bidder must have completed at least three(3) successful contracts involving the supply, installation, training and provision of technical support for a Microsoft Network with similar functional/technical characteristics and comparable scale as follows.
Size: at least 30 workstations
ุ Cabling: inter-building fibre optics connection
ุ Server: multi-processor server
ุ Storage: hardware RAID configuration
(b) The Bidder must demonstrate an annual turnover and liquidity of at least USD 1,000,000 for two of the last four years.
5. Interested eligible Bidders may obtain further information from PPWSA and inspect the Bidding Documents at the address given below from 0800 to 1600 local hours, Monday to Friday.
6. A complete set of Bidding Documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$50. The method of payment will be cash, cashier's check or direct deposit to account number USD 01-063-64 at the Foreign Trade Bank, Phnom Penh, Cambodia. The document will be sent by registered mail at an additional cost of US$60. PPWSA, however, will not be held responsible for late delivery or loss of documents in mail.
7. Bids must be delivered to the address below before 3:00 P.M. local time on 16th November 2000. All bids must be accompanied by a bid security of not less than five percent (5%) of the total bid price. Any bid received by the Purchaser after the bid submission deadline will be rejected and returned unopened to the Bidder. Bids will be opened in the presence of the Bidders representatives who choose to attend at the address below at 3:00 P.M. local time on 16th November 2000.
8. The attention of prospective Bidders is drawn to (I) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder, and (ii) that violations are considered fraud which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement
