OSCE และ UN/ODCCP เชิญให้รัฐบาลไทยเข้าร่วมการประชุมระหว่างประเทศว่าด้วยการเสริมสร้างความมั่นคงและเสถียรภาพของภูมิภาคเอเชียกลางโดยการต่อต้านยาเสพติด กระบวนการอาชญากรรม และการก่อการร้าย ระหว่างวันที่ 19 — 20 ตุลาคม 2543 ที่กรุงทาชเคนท์ ประเทศอุซเบกิซถาน
ASEAN ’s cooperation on drug matter began in 1976 and a common vision of a Drug - Free ASEAN was reached in 1988. Bilateral, trilateral and multilateral mechanisms were established in the region to materialize this vision. Particularly important is the Memorandum of Understanding on Drug control between six countries of Mekhong Sub-region and the UNDCP and its sub-regional Action Plan. We fully acknowledge the progress made under these mechanisms. With regard to the success in the area of drug control in Southeast Asia, Thailand is of the view that best practices in eradication of illicit crops cultivation namely alternative development needs to be widely disseminated. Remarkable progress has been achieved in the almost complete opium eradication under the wise guidance and leadership of His Majesty the King of Thailand. The Royal Project of Crops substitution and highland development gradually but consistently led to the reduction of opium cultivation. We are fully aware that successes can not be made overnight. It takes decades to change values, culture, tradition and ways of lives of local people. We hope that our lessons on successful opium eradication based on sustainable development approach could be applicable to other countries and regions and vice versa. Despite some impressive progress in the region, we still need new and innovative method in countering the increasing complex of drug problems, especially the new and dangerous threats of Amphetamines- Type Stimulants (ATS) which widely used among youth, taking into account modern scientific technology. The International Congress was, therefore, a timely response to regional concerns and a call for international community ’s attention to combat ATS problems in the region and to contain the wide spread of ATS phenomenon to other regions. There were 350 participants from ten ASEAN countries, twenty donor countries from the Dublin Group as well as countries in the region namely, China, India, Republic of Korea, and New Zealand attending the International Congress in Bangkok. Among these participants were two Deputy Prime Ministers and eight Ministers from Southeast and East Asia, Mr. Arlacchi and ASEAN Deputy Secretary- General. Other international organizations, non-governmental organizations and civil society also actively participated in the International Congress. The International Congress is, thus, a unique event that ministers and high level policy makers of the region and beyond gathered to focus their attention specifically in addressing the drug problems. Participants shared a consensual goal to reframe and accelerate their cooperation partnership towards the elimination of the drug scourge. The Outcome of the International Congress I am pleased to inform this audience that the International Congress overwhelmingly adopted the Bangkok Political Declaration: In Pursuit of a Drug-Free ASEAN 2015 and endorsed the ACCORD Plan of Action. The Bangkok Political Declaration is a political document — as the name also suggested. Participating countries pledged to renew their political will and commitment to overcome drug problems and their relating menace. I would like to stress that by saying drug problems, I refer specially to illicit cultivation, production, manufacturing, sale, demand, trafficking and distribution of narcotic drugs and psychotropic substances, including Amphetamine —Type Stimulants (ATS), the diversion of precursors and related criminal activities. Drug problems are therefore multi-faceted, transboundary and complex. To overcome this challenge, collective and shared responsibility of the International community is needed through addressing root causes of drug problems in a comprehensive, integrated and coordinated manner. These are key messages of the Bangkok Political Declaration which clearly and loudly conveyed to the international community. The second document which was adopted by at the international conference is the ASEAN and China Cooperative Operations in Response to Dangerous Drugs Plan of Action or in short the ACCORD Plan of Action is an intersectoral plan of action. The Action Plan comprises four pillars of coordinated and integrated approach in achieving a Drug-Free ASEAN 2015. The four pillars are 1). to proactively advocate civic awareness on dangers of drugs and social response; 2). to build consensus and share best practices on demand reduction; 3). to strengthen the rule of law by an enhanced network of control measures and improved law enforcement cooperation and legislative review and; 4). to eliminate the supply of illicit drugs by boosting alternative development programmes and community participation in the eradication of illicit crops. Important characteristics of the Plan of Action are specific time frames, measurable targets of each pillar and a coordinated action in designing and implementing the plan. The value added that the International Congress provided to the existing regional mechanisms are first and foremost, China becomes important partner in the ACCORD Plan of Action. China is playing an important role in strengthening the joint ASEAN cooperation to overcome drug problems because of its strategic location in ASEAN. Coherent policy and enhanced cooperation on drug issues among all ASEAN countries and China is also achieved through the existing Memorandum of Understanding among the seven parties and the ACCORD Plan of Action. Secondly, drug issues have been placed high in the national political and development agenda. The International Congress at the ministerial level has heightened political awareness of the drug issues within ASEAN and beyond. We share the vision of a Drug- Free ASEAN 2015 and we will lead for the change. Thirdly, synergy of coordinated action by UNDCP, ASEAN and other concerned organizations will be achieved through joint implementation of the ACCORD Plan of Action. In the past, UNDCP and ASEAN had their own mechanisms dealing with drug issues, with minimal coordination and cooperation. The ACCORD Plan of Action is a coordinating mechanism aimed at maximizing human and financial resources as well as efficiency and effectiveness of the outcome. Fourthly, the International Congress has provided an opportunity for ministers and high-level policy makers, non-governmental organizations and civil society to exchange views on the ACCORD Plan of Action. It is, in deed, collectively owned by the international community. Last but not least, the ACCORD Plan of Action is complementary to the comprehensive action plan adopted at the 20th Special Session of the United Nations General Assembly, 1998. It is one piece of the jigsaw which required collective efforts from every nation and region as well as international community to fill the missing pieces of the jigsaw. The mission is for all of us to accomplish! Copies of the Bangkok Political Declaration and the ACCORD Plan of Action are available for interested participants.
