Statement by Mrs. Laxanachantorn Laohaphan Director General, International Organizations Department Ministry of Foreign Affairs of the Kingdom of Thailand to the International Conference on Enhancing Security and Stability in Central Asia: An Integrated Approach to Counter Drugs, Organized Crime and Terrorism 19 October 2000, Tashkent
Mr. Chairman, Excellencies, Distinguished Participants, Ladies and Gentlemen,
First of all, permit me to convey an apology from my Foreign Minister H.E. Mr. Surin Pitsuwan, Chairman of the International Congress: In Pursuit of a Drug-Free ASEAN 2015: Sharing the Vision, Leading the Change, held in Bangkok last week for being unable to attend this conference due to his prior state function engagement. At the outset, I would like to express my sincere thanks to Her Excellency Mrs. Benita Ferrero-Walder, OSCE Chairperson —in-Office and Mr. Pino Arlacchi, Assistant Secretary General of the United Nations, ODCCP Executive Director for inviting the Thai delegation to attend the International Conference and to share with you the outcome of the recently concluded “International Congress: In Pursuit of a Drug-Free ASEAN 2015: Sharing the Vision, Leading the Change ”, held during 11-13 October 2000 in the city of Bangkok. I sincerely think that the International Congress and this International Conference share common visions and aspirations to fight against drug problems and, in a broader context, transnational organized crimes. I would also like to thank the Government of the Republic of Uzbekistan for hosting this very timely conference. I will begin my presentation by highlighting some important results of the International Congress: In Pursuit of a Drug-Free ASEAN 2015: Sharing the Vision, Leading the Change. Then, I would like to give Thailand ’s perspective on comprehensive human security and I will conclude by saying a few words on regional cooperative frameworks. The International Congress: In Pursuit of a Drug-Free ASEAN 2015: Sharing the Vision, Leading the Change The conceptual thinking of the International Congress I have come to this International Conference with fresh mind and with the full sense of the aspiration and determination generated at the International Congress because the Congress has just concluded last Friday! At this juncture, permit me to say a few words on the background of the International Congress to give a full picture of the reasoning behind it. Thailand is proud to host the International Congress with our long-time partner, the UN/ODCCP. The idea to convene the International Congress was incepted during the ASEAN Foreign Minister Meeting in July in Bangkok whereby the leaders of ASEAN agreed to advance the target year to achieve a Drug-Free ASEAN from 2020 to 2015 and agreed to convene, with the UNDCP, the ministerial-level Congress to lay the strong political groundwork in pursuit of a Drug-Free ASEAN 2015. What is the difference between the International Congress and other existing regional mechanisms on drug control?
